Who is Responsible for Sewer Line Repair?

People never think about who is responsible for the repair of a sewer pipe. I never did until last Saturday when my sewer backed up. I called the plumber to "snake" the drain, thinking the would fix it. Well, he said the "saddle", in the middle of the street is broken at the main sewer line. The representative for the homeowners association where we live said we were responsible for the "lateral" pipe up to the main line, so we'll have to pay for digging up the street and making the repair, probably at a cost more than $2,000. Since it wasn't an abrupt occurence, even though the damage wasnt indoors but outdoor insurance doesn't cover it either.
